Most of these are paid at a 25% premium plus interest, so right off the bat they are making at least a 25-35% profit. Many of these loans have default provisions in them which will include a fine and all of the loans were in default at one time. 10Q estimates it will cost over 300 million shares to pay these default fines. So then most are converting at .00025 or lower so to sell at .0004 is a huge profit. They do not care if it will rise or not, it's a waist of time for them to even care. just sell, sell, sell at a tremendous profit.
