Someone trying to paint the stock higher, ....

Someone is Always trying to paint the stock both higher and lower.
The goal of the MMs is always to maximize the spread because that is how they make their money.
And No, this is not illegal, not for the MMs, they are allowed to do almost anything and routinely get away with also doing those things which are not allowed, because they are not required to report trades or to keep public records.
They only report the end-of-day price.

I expect that they do not even think about spread widening paints.
They probably have computer programs that do this for them continually.
