Insider buying would be the best sign possible.



Not if you are wetting your pants looking for a near term bonanza.

The reason is elementary. There really are tough rules regarding timing of insider buys that can easily lead to prosecution by the normally toothless SEC.

If you are so hoping for a collaboration with, say, IBM accompanied by a big wad of cash today, you can forget it if The Admiral opens his wallet and buys 100 shares today on the open market.

On the other hand I agree completely insider buying [not including exercise of options which can be very bearish] is very bullish though far from infallible.
