That's a student senate, not NC legislature

Who cares if the student senate at NC State thinks that growing hemp should be legalized?

Even the kid whose group sponsored the bill thinks that real statewide legalization is years away, and they won't present an actual bill to the NC legislature until January, 2016:

Though the [student] Senate has passed the bill, King still sees legislative action to be several years away.

“It’s more of a lobbying and ‘voice of the students’ type thing saying where we stand to promote this issue more than it is something that is going to be impactful in the next year or two just with the way the sessions are set up,” King said.

King offered to help the president of the Raleigh Hemp Society, Andrew Klein, to draft a piece of legislation to present to the Senate in January. (Emphasis Added]

BTW, in the NC General Assembly, the House and Senate hold a "long" session in the odd years, which lasts about six months, and in the even years, the "short" session, which typically is six weeks long.
