NASA has no publicly disclosed navigation tech that I could find that would be suitable to the automobile. The partnership was for mutual development and the guy running the driverless car effort in CA is ex-NASA. He's just sticking with what he knows.

Nissan doesn't know how to deal with urban environments. That's why they asked Spencer what they did -


At the meeting Mr.Spencer was asked two important questions by the Nissan representatives:
1. How does GeckoSystems' self-navigation AI software, GeckoNav™, work?
2. How would this technology recognize and respond appropriately to urban stoplights?

Two hours later, after saturating two whiteboards, these Nissan autonomous car researchers were well informed as to how GeckoSystems "does it." Mr. Spencer candidly discussed how fundamentally different sensor systems are sensor fused within GeckoSystems' navigation system. Dr. Shimomura confirmed that Nissan was using an approach similar to that used with GeckoSystems' software navigation system, GeckoNav, and the company refers to this as a "biologically inspired hierarchy". At the end of the meeting, the Nissan attendees assembled two sets of the self-copying whiteboard presentation by Mr. Spencer for internal usage and distribution.
