I wouldn't go that far. You can have a good vocal, but if you don't feel anything from the performance that is a negative. You can sound fine, but if you play with and arrangement that doesn't work, you can mess it up. If you don't perform very good it can be a detraction to a performance. So although the vocal is the most important, I disagree that it is the only thing that matters.
