In my small vocabulary stalling and waiting are very similar. Regardless of whether he is waiting or stalling he could step forward with news stating "I'm waiting on issues being resolved to issue a pr, and will as soon as possible"
While I'm still not complaining or whining as some I would like for him to throw a carrot.
All that said I can and will wait. As most I would like to see the silence broken as I think there is lots of good news down the road.
