MM's doing what they do. There is plenty of information on "t trades." OTC is governed slightly different than NASDAQ etc. This appears to be a short covering. IF it happens too often then the MM could get in trouble...if it is indeed a short covering. There simply weren't enough transactions under .035 to be late reports of market transactions completed during normal market hours, so this was an extended hours transaction.

See rule 2110.

A pattern or practice of late reporting without exceptional circumstances may be considered conduct inconsistent with high standards of commercial honor and just and equitable principles of trade, in violation of Rule 2110.

These ”Off Market” trades are typically used by larger investors to trade larger lots at pre-arranged prices without risk of driving the price upward or downward.

It could be foreign transactions too....but given that this is at a price slightly higher than the low of day, and not near the volume during market hours...it smells of short covering.

It could very well be that it is indeed a prearranged price point agreed to by an MM and investor. MM's don't mind doing it and given that they don't make a lot of money.....they can make some money on legit transactions by shorting after buying shares during regular market hours and selling to someone accumulating in a t trade transaction. I have seen this as a fairly common practice for NASDAQ stocks. It does have to stand up to scrutiny, but how much scrutiny is anyones guess. Lets watch and see if it continues.

It almost always indicates increased interest in a stock. MM's make money in fees, accumulating for someone AND they also make some money shorting. It is anyones guess as the waters are pretty muddy. Either way, you would have to contact an MM to do this for you, and be willing to pay their fees. I don't think they are making a whole lot of money. But they do have their ways.
