Yes Steve,

My understanding is that surface roughness is related to lithography and polymer adhesion. In a perfect waveguide the trench would have perfectly smooth walls and floor and the polymer would fill the slot completely leaving no air gaps between the polymer and the surface of the walls and floor.

So, I agree, surface roughness is not related to chromophore purity here. But it could be related to their choice of polymer and to lithography details which has not been disclosed.
