Clear signal that competition does not expect a single dime from the 162mn IDIQ in my opinion. These tactics worked to delay the orders for private companies in the past but will be hard to replicate those when your product is significantly inferior at every aspect and the product you are protesting has the qualification. The competition is done, next one is refi. Let's see what will stop this SP misery.
