Inversor, my feeling is that the hiring of new personnel is incidental to the science. I would think they have the needed amount of hands available to complete the science. Once they say, "We got it!" the rest will fall into place. Techs and staff will be hired to work on variations and testing and production.

I don't know if this feeling is correct or not and I'd welcome your thoughts.
