The government won't be shutting down that plant for two reasons:
1) They will initially be processing Kenaf, which is perfectly legal
2) They can continue to process new Kenaf until any lingering legalities involving hemp are worked out.
The real question about this plant is: Can it operate profitably while processing Kenaf?
The previous owners, Biotech Mills, were not able to do so, possibly because they built a huge, new plant just as the economy crashed. HEMP will be starting with equipment bought at bankruptcy auction prices, along with the Kenaf that came in the deal, but the company will be spending a good deal of money to get the equipment moved, installed and operational by 1Q/2015 (per the new video).
What's interesting to me is how little of the processed kenaf has been sold since HEMP bought the equipment and inventory of raw and finished goods.
Is it possible that the Kenaf market in the U.S. is saturated?
If so, the profit margins will be small, and the plant many not be able to operate profitably.
Finally, regarding 1Q/15 operations, despite optimistic quotes from Perlowin, the onsite guy, who's actually running the plant, should be the one people listen to. I wrote a month ago that he was saying 1Q/15:
