I found it interesting that the CEO of EntoGenetics spoke of a gov. grant and not a contract. The feds do not throw out contracts on untried technology. They may buy some number for testing but don't award contracts for unproven technology. A purchase order for a small number for testing is not a contract.There will purchases from other several sources before any product is contracted. And before anyone starts to educate me on federal contracts. I know this is the process because I have been through it more than once.
