Ok, please don't get hung up on par value - you can even have a no par stock. In its simple terms it is a financial factor for accounting - It allows the company to put a de minimis value for the stock on the company's financial statement. But please don't get hung up on par value.
The reduction to 36,071,000 shares means the authorized shares to be issued has been capped at this amount. It's good that the company reduced the amount of shares that can be issued as it could dilute common shares. So this is a good thing.
