(OTC:GPSI) (the "Company") - a payment processing technology company that specializes in the $500 billion government payment space, is pleased to announce that the Company has signed Kern County, CA to an agreement which will result in the installation of the Company's kiosks in courthouses throughout Kern County.

On the heels of the Company's previous successes in California municipalities including Riverside County, General Payment Systems will deploy its full suite of kiosk services at each of the seven locations in Kern County, servicing a population in excess of 850,000 people.

General Payment Systems to Launch and License SAFE (Secure Automation of Financial Events), a New Technology for Commercial Markets

IRVINE, Calif., Nov 19, 2013 (GLOBE NEWSWIRE via COMTEX) -- General Payment Systems, Inc. (OTC:GPSI) (the "Company") - a payment processing technology company that specializes in the $500 billion government payment space, is pleased to announce that the Company will license a new technology called SAFE (Secure Automation of Financial Events) for use in the private sector marketplace. The Company is currently in discussions with various commercial licensees that wish to deploy SAFE in various markets.

With the introduction of SAFE, the Company's proprietary technology, which is currently deployed in over fifty government agencies and municipal jurisdictions nationally, has been adapted to provide transactional support, accounting, age and identity verification, and reporting for a wide variety of commercial applications.

(OTC:GPSI) (the "Company") - a payment processing technology company that specializes in the $500 billion government payment space, is pleased to announce that the Company has signed its largest alternative payment account through an expanded agreement with Riverside Superior Court, CA.

After winning the RFP (Request for Proposal) to provide kiosk payment services in Riverside, General Payment Systems was asked to demonstrate its capabilities through a beta test in Riverside's Moreno Valley location. Following the completion of the successful beta, General Payment Systems has now expanded to three additional installations, with kiosks deployed at Larsen, Hemet and Southwest Superior Court locations.

The agreement also calls for the installation of kiosks at three more court locations in Riverside.

General Payment Systems' kiosks in Riverside have been customized to accept cash and checks as payment for traffic tickets. The newly developed software/kiosk can also dispense cash to the customer for change providing yet another way the Company's leading edge technology can help alleviate frustrating lines at the windows and reduce labor costs.

(OTC:GPSI) (the "Company") - a payment processing technology company that specializes in the $500 billion government payment space, is pleased to announce that the Company has been contracted to provide and has now gone live with five kiosks at Metro Corrections in Louisville, Kentucky. Metro Corrections consists of three locations in the greater Louisville area and is expected to process more than 42,000 inmates using the Company's services over the next year.

General Payment Systems kiosks will handle six different payment types for this new facility; booking, inmate commissary, bail, home incarceration, phone time, and community correctional center payments. The first kiosks in the Louisville facility are now live and operational. Additionally, General Payment Systems has integrated its proprietary EZAP Software Suite with Archonix's Jail Management Software (JMS) in Louisville. This will be the seventh integration with this valued partner.

General Payment Systems Reports Another Increase in Quarter Over Quarter Transactional Volume

For the third quarter, the Company reported 177,794 transactions, the highest recorded total for any quarter in the Company's history.

Through the 177,794 transactions, the Company processed over $12.7 million in payments made to government entities. Depending upon the type of payment involved, the Company charged either a fixed-rate or percentage-based processing fee.

Historical transactional volume, in number of transactions is as follows:

2010: 238,339 transactions

2011: 399,261 transactions

2012: 526,366 transactions

Q1 2013: 172,262 transactions

Q2 2013: 176,117 transactions

Q3 2013: 177,794 transactions
