Mongolia Opens $122 Million Wind Farm With Aim to Cut Pollution ? [2013-6-6]
Mongolia is scheduled to start operations at its first wind farm this month, a $122 million project that’s the biggest power plant in 30 years and part of a government effort to cap pollution cloaking the capital city.
The 50-megawatt facility developed by Clean Energy LLC using 31 turbines from General Electric Co. (GE) is located on a wind-raked ridge about 45 miles (72 kilometers) southwest of Ulaanbaatar. Sengee Enkh-Amgalan, the company’s chief executive officer, plans to officially start the plant on June 20.
Mongolia is seeking alternatives to fossil fuels such as coal that power its industry and mines. The government has set a target to get 20 percent to 25 percent of its energy from renewables by 2020, up from less than 2 percent currently. Coal supplies about 80 percent of the nation’s energy.
“In order to meet the 20 percent goal, the government really has to support these kinds of enterprises,” said Enkh-Amgalan, adding that he expects the government will subsidize the costs of wind power in order to make it affordable.
Smog from burning coal has choked the capital in recent months, causing the World Health Organization to name Ulaanbaatar the second-worst city for air quality behind Ahvaz in western Iran. Residents use coal to heat homes when winter temperatures plunge to minus 30 Fahrenheit.
Clean Energy says the wind park will save 122,000 tons of coal, 1.6 million tons of water and will eliminate 180,000 tons of carbon dioxide emissions each year.
Purchase Agreements
Clean Energy’s parent company, Newcom Group, established Mongolia’s first mobile phone operator, Mobicom, and helped revive the nation’s airline industry by establishing Eznis Airways, according to its website.
The government agreed to a power purchase agreement with Clean Energy, which will receive 9.5 cents a kilowatt-hour for power from the wind for the lifetime of the project. The company expects to recoup its investment in 14 years.
Enkh-Amgalan says the power station can produce 140 million to 160 million kilowatt-hours per year, which gives the plant revenue of $15 million per year.
“We expect that by the end of next year tariff prices will be liberalized,” said Enkh-Amgalan, a graduate of California’s Monterrey Institute of International Studies. “We’re not sure how it will be, but there is a certain commitment from the government that the tariffs will increase. This process is happening but slowly.”
Turbines at the plant will last about 20 years, said Enkh-Amgalan, after which time the current 1.6-megawatt turbines may need to be replaced. By then, he expects turbines may generate as much as 7 megawatts each, which would triple the output.
Roads, Grid
The biggest challenge so far has been dealing with Mongolia’s lack of infrastructure. A similar project in China would cost 30 percent less said Enkh-Amgalan, due to the vast distances and lack of roads in Mongolia, where most highways are little more than vague jeep tracks across the desert.
Clean Energy Asia and Tokyo-based SoftBank Corp. (9984) have 200,000 hectares of land in the Gobi Desert and plan to construct a wind park with a capacity of 200 megawatts to 300 megawatts, said Enkh-Amgalan.
Mining companies and towns in the region could draw power from the facilities, or the energy could be exported on an “Asia Super Grid” developers are sketching as a way to share power from Japan to India, he said.
Wind speeds in Salkhit average 8.2 meters per second, while Gobi Desert speeds exceed 9 meters per second. The Gobi has the potential to yield 11 gigawatts per year of solar energy and 300,000 megawatts of wind power, Enkh-Amgalan said.

In this Order, the Division of Enforcement (Division) alleges that the company is delinquent in its required periodic filings with the Commission. In this proceeding, instituted pursuant to Exchange Act Section 12(j), a hearing will be scheduled before an Administrative Law Judge. At the hearing, the judge will hear evidence from the Division and the company to determine whether the allegations of the Division contained in the Order, which the Division alleges constitute failures to comply with Exchange Act Section 13(a) and Rules 13a-1 and 13a-13 there under, are true. The judge in the proceeding will then determine whether the registrations pursuant to Exchange Act Section 12 of each class of the securities of the company should be revoked or suspended for a period not exceeding twelve months. Strong markets in China, India and Brazil, as well as in new markets in Latin America, Africa and the rest of Asia will drive global wind capacity growth during the next five years, according to the Global Wind Energy Council's Annual Market Update.
"Wind power may be variable, but the greatest threat to the continued stable growth of the industry is the variability and unpredictability of the politicians who set the frameworks for the energy sector", said Steve Sawyer, GWEC Secretary General. "However, all of the fundamentals which have driven wind power to date are still in place: energy security, price stability, local economic development, climate change mitigation and local air and water pollution issues; and wind is now competitive in an increasing number of markets, despite fossil fuel subsidies which last year amounted to an incentive to emit CO2 of about $110/ton."
Record installations in the United States and Europe led global installations of 44.8 GW of new wind power globally in 2012, 10% more than was installed in 2011. Global installed capacity has now reached 282.5 GW, a cumulative increase of almost 19%. The forecast is for a modest downturn in 2013, however, followed by a recovery in 2014 and beyond; with global capacity growing at an average rate of 13.7% out to 2017, and global capacity nearly doubling to 536 GW.
The US regained the top spot for global markets in 2012 for the first time since 2009, eking out China by 164 MW. However, the late extension of the US Production Tax Credit on 1 January 2013 means that the US market will drop precipitously in 2013, although with substantial recovery expected in 2014. Europe's record installations in 2012 are unlikely to be repeated in 2014, as a result of policy uncertainty and backtracking.
"European Governments are driving up the cost of meeting their 2020 renewable energy targets by making policy changes that undermine investor confidence", said Thomas Becker, CEO of the European Wind Energy Association. "An ambitious and binding 2030 renewable energy target would hugely reduce uncertainty. It would create jobs and exports and boost Europe's world-leading wind industry."
After a year of market consolidation in China, the world's largest market with over 75 GW of installed capacity, Chinese authorities are calling for 18 GW of installations in 2013; and after a year-long policy hiatus in India, the market is expected to recover and return to growth in 2014. Brazil continues to lead the Latin American market, and may surpass 2 GW of annual installations in 2013; and both Mexico and Canada are expected to grow substantially over the period.
There are also hundreds of MW under construction in South Africa, with another 500 MW expected to come to financial close this year, leading a surge in installations in sub-Saharan Africa which began in Ethiopia in 2012. In Asia, Pakistan, Mongolia, the Philippines and Thailand are all expected to see significant installations in 2013 and beyond.

Energy Watch: China's wind power industry expects better development in 2013

China's wind power industry continued retrenching in 2012 which started a year earlier with slower installed capacity growth and a continuing power rationing problem. This resulted in slower growth in wind power generation and wind power companies' deteriorated performance. The National Energy Administration (NEA) announced on April 9 that China generated 100.8 billion kWh of wind power in 2012, up 41 percent year on year with the growth rate slowed down compared with previous years. The country's wind power output hiked 81.41 percent year on year in 2010 to 50.1 billion kWh, and then jumped 60 percent on year in 2011 to 80 billion kWh, according to earlier statistics from the State Electricity Regulatory Commission (SERC), which was scraped and merged into the new National Energy Administration (NEA). But the power rationing problem intensified, with the country's wind power utilization averaging at 1,890 hours in 2012, some 30 hours less than that in 2011. Particularly, the eastern part of Inner Mongolia Autonomous Region and Jilin province suffered the most serious power rationing, with rationed power accounting for 50 percent of the total consumption during the winter heating period. In contrast, central China, eastern China and southern China areas saw rapid increases of wind power installed capacity in 2012 with the wind power utilization hours at 1,844 hours, 2,292 hours, and 2,265 hours respectively. The industry downturn could be better illustrated by financial returns of wind power companies, most of which reported sliding profits last year. China Datang Renewable Power Corp. (01798.HK) saw its net profits attributable to equity holders fall 84.63 percent year on year in 2012 to 112.1 million yuan, with basic earnings per share decreasing 84.77 percent year on year to 0.0154 yuan. The Huaneng Renewables Corp. (00958.HK) also saw net profits drop 45.5 percent year on year in 2012 to 557.9 million yuan. The complex and volatile business environment had made wind farms suffer, which moved upstream, where wind power turbine manufacturers also felt the pinch. The Sinovel Wind Group, for instance, predicted net losses of 490 million yuan for the year of 2012, in sharp contrast to the net profits of 775.72 million yuan in 2011. The financial forecast was based on preliminary statistics and according to a source with the company's investor relations Sinovel is likely to postpone its release of 2012 financial report until April 27. Goldwind Science and Technology, another major wind turbine manufacturer in China, saw its net profits dropped 74.77 percent year on year to 153 million yuan, with basic earnings per share being at 0.06 yuan in the year compared with 0.23 yuan in 2011. But Goldwind's gross margin rose from 10.95 percent in the first quarter to 16 percent in the fourth quarter, which reflected improving performance during the year. Against these falling profits, however, China Longyuan Power stood out with its basically steady performance and development in 2012. The group generated 2.593 billion yuan of net profits in 2012, up 0.6 percent year on year, with revenues amounting to 16.77 billion yuan, up 6.2 percent year on year. Longyuan said that the basically unchanged profits compared with 2011 was mainly due to its strategy of reducing wind power development in areas that featured severe power rationing problems in a bid to better control risks and maintain returns on investments. For example, in 2012, Longyuan had 50 projects listed in the second batch of batch of plans for wind power projects to be approved during the period of the 12th five-year plan for energy (2011-2015) issued by the NEA, with aggregate installed capacity of 2824.8 MW, of which projects in regions not subject to grid curtailment accounted for 89.4 percent. The Longyuan strategy partly showcases the importance of better geographic spread which can shield power rationing, ensure returns, and help improve industry layout. The pressing need of dealing with power rationing to improve the development of China's wind power industry was again stressed earlier when the NEA announced the third batch of wind power projects to be approved during the 12th five-year plan (2011-2015) period. Power grid companies must put their best efforts into facilitated grid construction to ensure the connection and utilization of the wind power generated from the plan's listed projects, says the NEA, requiring that the power grid and those projects shall commence operation at the same time. Areas where wind power is well developed and utilized can relatively increase or speed up project development while areas with low wind power utilization rate cannot expand their levels of wind power construction until the power rationing problem is solved, the NEA says. According to statistics from the NEA, China wasted about 20 billion kWh of wind power in 2012. Wind power consumption only takes up 2 percent of China's total power consumption. The NEA will take a variety of measures to promote wind power's access to power grid, boosting wind power consumption to reduce the serious wind power wastage in some parts of China, it says in a separate announcement. With much clearer and rational guidance from the government, and the expected increasing domestic installations, industry analysts as well as wind power companies show confidence in the industry's development this year. As the most mature and commercialized clean and renewable energy source with a cost per kWh closest to that of traditional energies, wind power is an important foundation for China's strategic emerging industries, essential to the restructuring of China's energy mix, says Wu Gang, chairman and CEO of Goldwind. The domestic wind power industry will continue to have untapped potential for future development, especially when related technologies are better developed and the power rationing problems are better addressed, says Wu. --Backgrounder: SOEs dominate China's wind power projects The state-owned enterprises (SOEs) controlled a sweeping majority of investment and construction in wind power projects last year, accounting for about 81 percent of the sector's installed capacity, the NEA said on April 10. Welwind Energy Receives Formal Documentation for Zhanjiang Windfarm Project From Zhanjiang Government
ZHANJIANG, July 16, 2010 -- Welwind Energy Int. Corp. recently obtained formal documentation for the relocation plan for the company's Zhanjiang Windfarm. The document states, "…it is suggested (by the Urban Development and Reform Administration) to move the wind power project to Nansan Island of Potou District of Zhanjiang City..." The comments include, "all parties agree to the opinion of the Urban Development and Reform Administration". Government officials who signed the relocation approval include Zhanjiang's new Government Mayor (Mr. Ruan Risheng), the Chief of Comprehensive Branch (Mr. Huang Qiang), Zhanjiang Government Vice-Mayor in Charge of Industry, (Mr. Wang Zhong Bing), Chief Secretary of Zhanjiang City Government (Mr. Zhu Lu), Zhanjiang Government Secretary-General (Mr. Li Lian), and Vice of Chief of Development and Reform Bureau (Mr. Liao Guo Shu).
In a meeting with Mr. Risheng, Government Mayor of Zhanjiang, he expressed great concern on behalf of Welwind for the significant delays the company has experienced and intimated that he will do everything possible in order to expedite Welwind's relocation and PPA process.
It was acknowledged by all Government officials involved, that Welwind met every criteria required in the PPA process.
