since it hasn't happened (at least not been pr'd), it is indeed a matter of "if".

If "if" wasn't an issue, the PPS wouldn't be trading for a penny or 2 and the daily volume wouldn't be approx $8,000; like today's volume, or approx $20,000, like yesterday's volume.

It's the "if" that governs the PPS and volume.

well...I beg to differ...lololol...IF will be in place a lot longer than expected,this makes a good flip from time to time,depends how desperate the toters are
