Or Tweeting about a HUGE LICENSING DEAL and how investors were going to make tons of money before the PR about Cheech and Chong? Or all of the tweets with pictures of him in Poland before the Euro announcement?

You're right, BW would never release information in an attempt to drive up the share price before an official PR.

Walmart wasn't too happy with Brian's Statements attributed to Walmart and 90% and golden child. Ben & Jerry's isn't too happy with his little performance on Fox 46 either. Call them and ask and get back to the board with your findings!

I would say it was an official release as soon as he made and distributed the video regarding the new product otherwise who would put out a video like that for no reason other than to sell shares
