They put up a big block on the offer to scare any buyers then another MM goes in front of them and they drive it lower. When the gloat is low the stock can be manipulated.

If you have level 2 it's pretty obvious that TEJS and ATDF are working together. They lower the bid and walk the offer lower. They take turns.
