Actually OTCMarkets derives those numbers from company filings. This is the response I received from OTCMarkets:

Thank you for expressing your frustration with us. A “Company Updated Profile” means exactly what it says – that the company, WAFR, updated the information. These figures were provided to us via their financial reports – which are updated automatically. I have no doubt that the 9 billion shares number is correct – but as the “Company Updated Profile” suggests – these are the numbers they provided us with. Our existence as a marketplace is to demonstrate exactly as such, that this information we present to investors are on behalf of the issuers, not what we think should be displayed. As we do not regulate the marketplace, feel free to contact the SEC or FINRA. Given the uncharacteristic offense of an OTC Pink security demonstrating inaccurate information, I’m sure your dismay with this issue will be heard.
