Its my understanding that ARCA is an ECN and not associated with any particular organization. I believe there may be an organization using it, and by the way they're capping the bid and ask for 3 days now, I think that's the case here. But I don't think that if there were such thing as MM manipulation that it would be coming from ARCA. These are genuine buys and sells.
