Interactive Broker and SureTrader will allow you to short penny stocks, but not sub-pennies like PPJE.
Some of the funds in your account are also held "hostage" (typically about $2/share) to short those low value stocks.
Oh... and you need something like $25K minimum to open an account with Interactive Broker, but only $500 for SureTrader.
Either way, you are not going to be able to short sub-pennies, and there are probably better shorting opportunities than pennies or sub-pennies available if you already have roughly $2/share available for shorting.
