They are trying just haven't got it done. Not really sure the issues preventing it but only a historical resource and a pinksheet listing are likely hurdles.
Even if they get money this isn't going to make a new high any time soon. It will take a long time before this stock is north of 20 cents again.
Those were different times in the mining business.
The financing will be done at much cheaper levels than most expect IMHO.
