I like seeing people put their cards on the table. It is healthy for a stock. So, someone wants to sell 9M shares of TEMN here. Not a big deal IMHO. Maybe they bought 50M shares very, very cheaply and now wants to have the other 40M be free? That's fine by me.

This is a good chance for someone to accumulate in volume. There may not be another chance until up past 0030.
