The press release says GasLogs wants to form a new legal entity known as a Partnership. To this partnership, GasLogs will lease some of its LGN tankers. GasLogs is offering to sell shares of this partnership on the open market to raise capital to repay debt. If approved there will be an IPO of shares in the partnership not of GasLogs shares.
