I believe I saw this as one if the items on the agenda at the world antimony forum.

If it hits 11k then they will substitute, if they substitute then it won't be 11k. Seems to me like all this would do is put some resistance in the market. Demand is more elastic around 11k... But isn't that higher than where we are now?
