Yes, but, there are exceptions, this is not 100% sure, but, if you look at any chart, you will see what I am saying.

The past candle was a Hammer, and, with a very short body, so there is not much room for a pull back, but, on a long white candle with lots of volume like today, a close at the HOD is almost like a sentence, red day on next day.
