HEMP is a waiting game until big news (i.e. earnings, mergers, acquisitions). Going long at sub-.15 levels is where I've set my sights. It seems like the MMs have accumulating heavily at the low .1 levels.
Once this stock is released with big news, you should see at least a 100% jump from here quite quickly.
I could not put an exact date on it, that's why I say go long. But, I would be surprised not to see a 100% jump or more before mid-May.
