It is only restricted on scottrade and TD. Other brokers are able to buy APRU.

Chill should be lifted by end of month, maybe even sooner after 8K released.

Once SEC sees APRU is gaining compliance, CHILL should be lifted.

btw, eTrade is trading APRU.
