I think that massive impact is so much wishful thinking. This is a project that may developed over a period of 20 years. It is impossible to know today with a reasonable degree of certainty. In a worst case scenario the Hong Kong company will not be able to raise the money needed to realise the first steps of the plan. Most of the plan is based on the joint venture generating suffcient profit to Remember what happened in the sun industry. The market cap of a company that had a market cap of tens of billions of dollars plunged by about 99 %.
