Nope. It was an insignificant rule change as far as I am concerned. In order for MM's to run an orderly market, allowing them to sell shares short is a must. And as I stated, there is just too much money made by those that short. The government would never decrease their own tax revenue from profits made from Bears shorting stocks or the market.
There have been some rules put in place to try and control the abuses, but they will never, ever do away with shorting.
