Point missed I guess: the report is as of a set period. The short seller(s) could have bought at the Bid (called covering) prior to the reporting period ending. The overall point is there is/are market participant(s) willing to short BBDA stock. That's what the OTC Market short sell reports show.

Maybe someday more transparent short trade data will be available DAILY. Many traders intentions wouldn't be shrouded any more though...
