I really cant imagine a scenario, where a company would spend money on any type of construction, untill they have all the required approvals, from all of the departments, Federal, Provincial, and Municipal..... none of this makes any sense... Imagine if you will, by some remote chance they put huge dollars into building such a facility.....and then they are delYed with govt red tape..... or they dont get approvals. Fact is they dont have approvals.... and I doubt they will get them.
