In this case, maybe but that's just because it's the stock he purchased with unsettled funds. You cannot purchase a stock with unsettled funds and then sell it before the funds have settled from selling off the first stock. It is a good faith violation and if you commit three, you can only purchase stocks with settled funds. Someone correct me if I am wrong

They are referring to 90 day SEC restriction for buying security with unsettled funds. Nothing specifically with SPLI
