Thanks SSC, I'll try to get more clarification.

Also, I've read the new shorting rules are pretty hollow and not very beneficial. Only 3 of the MMs actually used the funds described in this new rule. Something to the tune of 80 million dollars were the only funds this will controllably stop from shorting. It most likely will have little to no effect.
