I doubt Apple will go quad on A8. They will make their CPU cores beefier, and they will allocate the remainder of the budget increase to things like GPU, improving the ISP/video/etc. blocks, and probably adding some dedicated on-chip accelerators for various tasks.

Apple has the freedom to do The Right Thing, and in this case, super fast, multi-threaded dual core CPUs is the way to go.
