It is uncertain whether or not the White House's recommendation was made to support the Democratic Progressive agenda as initiated by the 33 Democratic Senators to make the funds available and/or to "force" reconsideration of the current conditions of the conservatorship that have changed substantially since 2008.

With that recommendation, the conservatorship drama is opening a new act or scene that seques from the public lawsuit and "letters to the boards" scenes to new scenes acted out in the corridors and back-rooms of the White House, Senate and FHFA.

DeMarco took us off- in particular Freddie.
To conserve money- some plause on fannie as it was below a $1 for like 30 days.
Reverse split would have solved that.
