I think given that major sources of lithium are Bolivia, China and Argentina...none of which are great bets to provide undisrupted cheap flow of lithium. By buying LTUM, Tesla can ensure both property and on-site, in-situ cheap lithium for this battery factory, all within miles from train lines. Cheap money for Tesla which could do a stock swap for almost nothing to grab the only serious Lithium source in America.
