Surveys, prints and planning and zoning approval are all in place well before the first shovel of dirt is turned. The work in your photo was done after the above was settled or they're not serious. BTW, that's not a security fence.
and if he was actually EXPERIENCED he would know that each city has temperature requirements/restrictions for pouring concrete .. must be 28 Degrees and rising by 10am here in ChiTown to pour structural concrete . . probably not a lot different then what they are RESTRICTED to following on the FITX site.. So if he actually poured big foundations in winter conditions without following that INDUSTRY STANDARD he should be ashamed.. as that concrete is likely FAULTY and will NEVER cure properly .. so nice job dude :)
