Upon reflection, since there is no possibility of using the processor in another motherboard, the BIOS would be the natural place to make the changes. No reason to cripple the processor itself.

Now, the question is, did they do it? Beats me. K7/K8 doesn't respond as well to high bandwidth as it does to low latency. So I am not expecting big things from DDR2. The additional memory per slot and lower power are nice bonuses. And AMD does seem to be pretty confident that they are at least going to be competitive with Intel over the next year or so. And th surely have better information about Intel's NGA chips than we do. Besides, Intel seems to be in too much of a rush to get to 45nm to have a great deal of confidence in their chips at 65nm...
