Earlier versions are crippled on ARMH with sub-optimal compiler flags. SpecCPU2000 is deprecated and SpecCPU2006 is costly ($800) and is pretty dependent on how good the compiler is at optimizing for a given processor. I would also need to buy a copy of ICC ($700). I'd actually consider doing it (easy write-off), but then I would also need to buy a Mac (to compile on MacOS) as well as a Merrifield device. The former is possible, the latter is still not yet although I do have a Z3770 tablet (but this is a tablet...not a phone).
Also, most (all) review sites will not test SpecCPU but many sites will use Geekbench. Whether you like it or not, GB3 is popular and therefore relevant. When I can download SpecCPU from Google Play or the App Store, then review sites will use it and customers can use it to judge the performance of their devices.
