It's part of MSFT FUD campaign against Android.
Microsoft is playing patent troll, and wooing tiny OEMs to accept the principle of paying tiny royalties over Google Android OS. And Chrome OS too. Microsoft doesn't reveal which software patents are at issue. As every patent troll, once you can claim that dozen other OEMs have caved in, it becomes easy to blackmail others. Rambus was good at this.
In any case, this Agreement doesn't cost anything to Hop-On, since Hop-On doesn't have any phone on the market, Android or otherwise.
