I think that they are only marking time and dawdling about until the "ANGELS" decide what to do with the shell.

They had to hunt down JB to get him to sign the annual report.

With CDEX having very little or no money, he is not interested anymore.

Come Mar 15, the Q report is due. It requires no Audit, so the chances are maybe 50-50 that they will file it.
