A lot of them do that. One of my friends actually uses His etrade funds instantly. But fidelity allows me to do whatever usually. Whether a stock has a chill or not, dead doesn't matter i can buy it and I usually can use my funds instantly.

Schwab allows me to use the money instantly and also has allowed me to purchase dtc chilled stocks that TD Ameritrade has blocked.
