It's where the MA (moving average volume indicators) cross on the chart. The MA50 just crossed the MA200 which arguably indicates to some that there is a longer term bullish pattern setting up and rising support levels.

I only use it if a stock has had decent volume for the last 30-60 days which LATF has had.
