For the moment yes. But even if that weren't true, as I see it the earnings are determined in rmb, then a PE ratio is attributed to them, and the product of that results in a figure that is translated into US dollars. The US dollar figure is just a name for the underlying rmb earnings. If the dollar goes down, then earnings go up, not down.
