They have won the right to have access to marijuana for medical purposes. It is up to the government to determine how that access occurs.
The basis for regulating who may or may not grow MMJ is rooted in public safety. People who grow their own are at increased risk to be victims of crime, they tend to grow more than they are licensed to, they tend to sell the excess for profit. Also, home grow ops have health and safety issues....concerns with mold in the home, and fire hazards due to overloaded utility panels and improper wiring. Those are the arguments against home grow ops.
