I can't see Walgreens having any interest in Safeway. They passed on Albertson's when it could have been bought for almost zero prior to the Supervalu re-org. Delhaize is in retrenchment. Winn Dixie has been gutted. Pathmark/Supermarkets General is gone. A&P/SuperFresh is toast.
Canada has a one payor system. Mexico has largely a NO PAYOR system when it comes to Rx's. Why go there?
