Listed stocks on the big boards, sure. But the OTC is eons away from the big boards. You can short anything you want anywhere you want IF you're rich enough (and stupid enough) to meet the margin requirements.

This is hilarious! Of course shorts are here. They are everywhere. For every stock that someone is betting will go up, someone is betting it will also go down.
