DD investors would know that the most profit for Elite will be when they go alone and do not have to share profits with a partner. Yes it is more shares but those shares are sold into the market at current PPS and therefore highly effective. More profits plus more shares in my opinion for $ELTP is higher EPS.
It is a balanced decision that Elite mgmt will make. However as I said, a Hardball Partner will exploit one's weakness if they the partner, are your only choice, because you do not have any more shares for LPC to sell.
